京津冀地区雾霾污染的频发促使社会反思经济增长发展方式,倒逼政府、企业选择发展节能环保服务业. 财税金融创新是有效推进京津冀地区节能环保服务业发展的重要举措. 本文认为京津冀地区财税金融创新要坚持主体多元化、工具多元化与融资方式多元化原则,重点实施财政投入、税收增减、金融债券、融资租赁、社会资本合作等创新内容,以构建综合有效的多元化投融资渠道,进一步加快节能环保服务业的发展步伐.%The Haze pollution in Beijing, tianjian and Hebei region happen regularly which leads to the development of energy conservation and environment protection. The innovative financial policy is an important measure to effectively promote the development of energy saving and environmental protection in Beijing, Tianjin and Hebei region. At this stage, the innovative financial policies should be adhered to be as diversification of the main part, diversification of financing tools and diversification of ways of financing. And it focuses on the implementation of financial investment, tax increase and decrease, financial bonds, financing lease, social capital cooperation and other innovative content in order to construct integrated financing channels which are effectively and diversified and further accelerate the pace of development of energy saving and environmental protection.
