企业技术创新能力是区域经济综合实力与竞争力提高的关键因素之一。从创新投入、创新组织及创新产出3个维度构建区域企业技术创新发展评价指标体系，建立区域企业技术创新综合指数，并以浙江为例，对2010-2012年度全省、各设区市和各行业的企业技术创新发展状况进行综合分析与评价。最后，提出实施分类引导、聚焦重点行业的对策建议，以期为全省区域经济和技术创新政策的制定提供决策参考。%The technological innovation capability of enterprises is one of the key factors to improve the comprehensive strength and competitiveness of regional economy. This paper designed a technological innovation index system to evalu-ate regional enterprises from three dimensions which include innovation input, innovation organization, and innovation output. Taking Zhejiang as an example, this paper analysed and evaluated the state of enterprise technological innovation development of the whole province, its 11 prefecture-level cities, and various manufacturing sectors in 2011. Finally, this paper proposed countermeasures of implementing classified guidance and focusing on key industries, as suggestions and guidelines of policy making for the technological innovation capability of regional enterprises.
