公立医院实施编制备案制管理的思考与探索

         

摘要

With the acceleration development of public hospital personnel system reform,it is an inevitable trend of public hospital reform and development that desalinate and cancel government employee posts system gradually.In this paper,through analyzing the existing defects of public hospital personnel management mode,the connotation and significance of the record system is made to be clear and definite.Suggestions which can be described as open recruitment,strengthening post management,motivation,elimination welfare gap between government employed person and non-government employed staff,enriching hospital culture,providing training and establishing enterprise annuity system are presented.%随着公立医院人事制度改革的逐步深入,淡化并逐渐取消编制制度成为改革发展的必然趋势.笔者通过分析目前公立医院现行编制管理模式存在的弊端,明确编制备案制的内涵及意义,并从进行公开招聘,掌握招聘主动权;实行岗位管理,调动职工积极性;消除编制差异,实现同工同酬;丰富医院文化,提供培训平台;助推职业年金,稳定人才队伍等方面提出了实施编制备案制后吸引和留住人才的策略建议.
