城乡一体化发展的时空演变特征与省区差异性分析

摘要

[目的]通过构建包含城乡一体化评价指标体系,对全国及30个省(市、自治区)城乡一体化发展水平进行评价,并从城乡规划、基础设施、生产发展、公共服务和人民生活5个方面对全国省区的城乡一体化的时空演变特征与省区差异进行分析.[方法]通过搭建包含26个具体指标在内的评价指标体系,采用AHP方法,对2003~2012年全国及30个省市区城乡一体化进行测算评价,进一步采用统计描述分析方法对时空演变特征及省区差异性进行计算分析.[结果]我国城乡一体化水平由缓慢增长向快速发展转变,呈"东高、西低、中均衡"的经济地理布局,但区域差异正逐渐缩小并呈收敛趋势.全国及较大部分地区步入城乡一体化扩张阶段,北京、上海率先进入城乡一体化初步实现阶段,而贵州仍处于起步阶段.城乡一体化发展水平依靠公共服务和人民生活一体化带动,城乡规划和生产发展一体化相对滞后.[结论]我国城乡一体化发展在城乡规划、基础设施、生产发展、公共服务以及人民生活各方面均具有显著的时空差异,通过加强城乡空间规划布局、加快农村基础设施建设、加快构建城乡公共资源合理配置政策体系、优化农村消费环境,提高农村居民生活质量,有利于实现全国区域范围内的城乡一体化,进而推进区域协调发展.%By constructing the urban -rural integration(hereinafter,URI)evaluation index system,the develop-ment level of the urban-rural integration of the whole country and 30 provinces(municipalities and autonomous re-gions)of China was evaluated.From 5 aspects,i.e.,urban-rural planning,infrastructure,production develop-ment,public service and people′s life,the spatio-temporal evolution characteristics of provincial and URI in prov-inces and autonomous regions are analyzed.Through setting up the evaluation index system including 26 specific in-dexes and using AHP method,this paper evaluated the URI of the whole country and 30 provinces in the past 2003~2012 years.Furthermore,the spatio-temporal evolution characteristics and provincial differences were analyzed by means of statistical description analysis.The results showed that the level of URI in China changed from slow growth to rapid development,showing an economic geography layout of "east high,west low,medium balanced", but regional differences were gradually narrowing.The whole country and most areas had entered into the stage of URI areas.The URI development level depended on the integration of public services and people′s lives.The ur-ban-rural planning and integration of production and development were lagging behind.It concluded that the URI development in China had spatio -temporal and spatial differences in urban -rural planning, infrastructure, pro-duction development,public services and people′s life.It put forward some suggestions to realize the integration of urban and rural areas and promote the regional coordinated development, such as strengthening urban and rural space layout,accelerating the construction of rural infrastructure,accelerating the construction of the rational allo-cation of resources of urban and rural public policy system,optimizing the rural consumption environment,and im-proving the quality of life of rural residents.
