国家现代农业示范区显著性分析

     

摘要

为了更好地推进现代农业发展,农业部认定了153个国家现代农业示范区,积极为各区域现代农业树立样板.文章根据2009~2012年国家现代农业示范区与非示范区的数据对比看出示范区的发展基础明显好于非示范区,通过将示范区与非示范区分组,运用DID模型分析示范区显著性作用,最终得出示范区竞争力提升并非由示范区本身发展趋势所致,而是由政府认定示范区政策所致,更加肯定农业部认定示范区对示范区农业竞争力的推动作用.农业部认定为示范区之后,区域经济发展更为迅速,提升作用显著.而东、 中、 西、 东北地区的显著性效果均不同.东、 中、 东北地区提升作用较西部地区明显,每个区域不同年份之间的提升作用也是不同的.但是,并非认定为示范区就是对区域农业竞争力提升是有利的,示范区的认定是政府政策作用的结果,如果全国各地的县(市)全部都认定为示范区,那么认定示范区也就失去了原有的作用与意义.%In order to promote the development of modern agriculture, 153 National Modern Agriculture Demon-stration Districts ( NMADD) are identified by Ministry of Agriculture, which play a positive role in setting up the mode for the regional modern agriculture. According to the comparative analysis between demonstration and non-demonstration zone in 2009 to 2012 , this paper found that the development of the demonstration area was much bet-ter than the non-demonstration area. And then it used the DID model to analyze the competitiveness of NMADD, and concluded that the promotion of competitiveness of NMADD was not caused by the development trend of NMADD itself, but by government designating NMADD policy. It indicated that the identification by Ministry of Agriculture had made great effects in promoting the competitiveness of NMADD. The significant effects among east-ern, central, west, northeast were different. The effects in eastern, central and northeast were more significant than that in the western region. The effects of each region in different years were also different. However, the NMADD was not good all the time for promoting regional agricultural competitiveness, because it will lose its original func-tion and meaning if all the countries were identified as NMADD.
