Scientifically investigation regional reserved resources of cultivated land has important significance to improve the structure of regional agriculture, and implement the policy of cultivated land occupation and compensa-tion balance. For the aims of providing reference for the policy decision and management of the subsequent supple-mentary cultivated land work, this paper studied the present situation and the problems existing in the development and utilization of the reserved resources of cultivated land in Wuhu by the way of investigating and interviewing. And then, it identified the distribution of the type, quantity, and quality of the reserved resources of cultivated land, analyzed the realization degree of the cultivated land occupation and compensation balance in Wuhu based on the condition of cultivated land occupied by the new construction land from 2011 to 2020 , and proposed suggestions of development and utilization of the reserved resources of cultivated land in Wuhu. Finally, policy recommendations were proposed to solve the problems of reasonable exploitation of the reserved resources of cultivated land and suc-cessfully implement the cultivated land occupation and compensation balance.%基于新形势下"占优补优"、"占水田补水田"的要求,开展区域耕地后备资源调查与分析,对优化区域农业结构与确保耕地占补平衡政策顺利实施具有重要意义.文章在确定耕地后备资源类型的前提下,通过对芜湖市耕地后备资源的调查,了解芜湖市耕地后备资源现状与当前开发利用中存在问题,掌握耕地后备资源的数量、 质量、 类型及空间分布情况;同时结合芜湖市土地利用总体规划确定的新增建设用地占用耕地情况,分别从数量、 质量及类型方面分析2011~2020年间芜湖市耕地占补平衡的实现程度,在此基础上提出实现"耕地占补平衡"的芜湖市耕地后备资源开发利用方案;根据耕地后备资源开发利用中存在的现有问题,提出合理开发利用耕地后备资源的对策措施;最后,有针对性提出了基于区域"占补平衡"与"异地代补"的政策建议,从而为解决芜湖市耕地后备资源开发利用与耕地占补平衡问题、 合理开发区域耕地后备资源提供决策依据.
