国家重点生态功能区承担着国家层面的重要生态功能,生态系统脆弱、生态区位重要,推进国家重点生态功能区生态文明建设,有利于构建国家生态安全屏障,有利于探索绿色、和谐发展的新道路。为科学指导国家重点生态功能区生态文明建设,开展生态文明建设评价十分必要。研究借鉴国内当前生态文明建设评价相关研究成果,结合国家生态功能区生态文明建设的内涵,构建了以经济发展与民生改善、资源能源节约利用、生态建设和环境保护、生态文明意识与文化、生态文明体制机制等5个方面为准则层、33项指标层组成的国家重点生态功能区生态文明建设评价指标体系,并对其近年生态文明建设情况进行了评价。综合评价结果显示,2014年荔波县国家重点生态功能区生态文明建设已完成2020的目标值的77．02%,较2013年有明显提升,但在生态文化培育与生态文明体制机制创新等方面还存在不足。并依据评价结果,分别尝试从经济发展、民生改善、生态文明文化与机制体制建设等方面提出了荔波县国家重点生态功能区加强生态文明建设的对策与建议,以期为其继续推进生态文明建设提供依据与参考。%The national key ecological function areas where have fragile ecological system and important ecological location are undertaking the important ecological function at the national level. To accelerate the construction of ec-ological civilization in the National key ecological function areas is an important support to construct the national ec-ological security barrier, and at the same time it is an important measure to explore the new road of green and har-monious development. The evaluation of the national key ecological function areas is very significance in accelera-ting the construction of ecological civilization. By reviewing the current related research achievements of ecological civilization construction evaluation and based on the connotation and characteristics of ecological civilization con-struction in National key ecological function areas, this paper established the framework of the evaluation index sys-tem of ecological civilization construction, which concluded five standard level index, i. e. , economic development and the improvement of people′s livelihood, resources and energy saving utilization, ecological construction and en-vironmental protection, ecological civilization consciousness and culture, ecological civilization system mechanism, and 33 indicators level index, i. e. , GDP, disposable income of urban residents, per capita public green area, for-est coverage, soil erosion area, rock desertification land management area, environmental information disclosure, and so on. And based on this evaluation index system it evaluated the construction of ecological civilization of Libo county. The results indicated that the ecological civilization construction of ecological civilization of Libo county in 2014 had been significantly improved and had completed 77 . 02% of the target value of 2020 compared to 2013 . The ecological civilization construction has achieved remarkable results, but there were still some problems in terms of ecological culture, ecological civilization system, and mechanism innovation. According to the evaluation re-sults, the paper put forward some countermeasures and suggestions on strengthening ecological civilization construc-tion in Libo county from the aspects of developing economy, improving people′s livelihood, establishing ecological civilization and mechanism system. This can provide a basis and reference for promoting the construction of ecologi-cal civilization.
