在国内玉米面临“去库存”压力的同时,我国DDGS进口数量连年增长,大量替代饲用玉米,极大地压制了国产玉米的市场消费量.在2009-2016年,我国监管当局针对原产于美国的DDGS发起过2次反倾销(以及反补贴)调查,并且针对含有转基因成分的DDGS以及玉米做退运处理.在此背景下,本文尝试梳理我国DDGS进口现状以及进口政策,分析相关的进口政策对DDGS市场的潜在影响,从而发现我国国产DDGS和玉米的发展契机,以及我国合理利用世界贸易组织规则保护国内粮食行业发展的深层次内涵.%When domestic corn faces the pressure of "reducing stock",DDGS imported into our country has grown year by year,which takes place of the demand of feed corn,and significantly suppresses the domestic market consumption of corn.During 2009-2016,regulatory authorities in China launched anti-dumping investigation twice (as well as the countervailing investigation) aimed at DDGS imported from USA,and withdrawal cargo of DDGS and corn which contain genetically modified ingredients.Under this background,this paper tried to describe current situation of imported DDGS and related policy,then make an analysis of potential market impact from these related import policy.We could discover opportunities for the development of Chinese domestic DDGS and corn,and deeply connotation of the reasonable use of WTO rules to protect the domestic food industry.
