Objective To estimate the impact of Shanghai Smoking Control Regulation on second-hand smoking exposure (SHS) level, personal smoking behavior, attitude, the effect of health among employees in public places after half a year' s implementation. Methods Repetitive cross-section survey were conducted before and six months after the ban, using multistage stratified cluster sampling from employees in 5 types of public places from S districts of Shanghai. Results After half a year's the implementation of the regulation, the percentage of exposing to SHS decreased by 13. 3% , from 48.9% to 35. 6% , there is significant difference ( P < 0. 05 ) while the exposing time decreased from 1. 16 ± 1. 97 h/d to 0. 94 ± 1. 69 h/d there is significant difference ( P < 0. 05 ) ; the smoking rate decreased from 21.6% to 17. 8% , there is significant difference (P < 0.05 ). The results also showed lower percentage of suffering from respiratory system symptom among employees in some workplaces and higher supporting rate to smoking free policy, there is significant difference (P<0.05). Conclusion The regulation has played a active role on Shanghai smoking control. However, smoking control in the hotels and shopping malls should be enforced.%目的 评价《上海市公共场所控制吸烟条例》(以下简称《条例》)实施半年后公共场所工作人员被动吸烟水平、个人吸烟情况、认知态度、健康效应等方面的影响.方法 采用重复横断面调查.通过多阶段分层整群随机抽样,对上海市5个区的5大类公共场所工作人员在条例实施前以及实施6个月后进行问卷调查.结果 《条例》实施半年后,公共场所工作人员被动吸烟率为35.6％,比基线暴露率48.9％下降了13.3％,差异有统计学意义(P＜0.05)；暴露时间从每天1.16±1.97小时下降为0.94±1.69小时,差异有统计学意义(P＜0.05)；吸烟率从21.6％下降为17.8％,差异有统计学意义(P＜0.05)；部分场所工作人员呼吸系统症状有所缓解,差异有统计学意义(P＜0.05)；对《条例》的持赞同态度的比例升高,差异有统计学意义(P＜0.05).结论 《条例》对于上海市控烟立法发挥了积极的作用.宾馆、商场控烟执行情况需有待提高.
