随着经济和生活水平普遍提高,居民的健康观念和就医行为发生了改变,对医疗的需求增多;现代生活方式致使慢性非传染性疾病增多,严重影响着人民群众的健康;人口老龄化更是带来了一系列健康和社会问题.政府用于医疗方面的支出也剧增,并成为沉重的负担.落实新医改政策,推行以社区为基础的首诊负责、双向转诊、分级诊疗制度,建立完善的三级医疗保健体系势在必行.然而,目前双向转诊、分级诊疗在运行中尚存在一定问题,必须深入分析原因,探究可行之策,着力解决"看病贵、看病难"的问题.%With the development of economy and society,the health concepts and medical behaviors of the residents have changed a lot and the needs for medical services are increasing.The modern lifestyle increased the prevalence of non-communicable diseases with great impact on people's health.The aging of the population also brings in a series of health and social problems.The government is facing rapid increase in medical expenses which pose heavy burden.It is imperative to implement polices of new medical reform,carry out a system integrating"first diagnosis responsibility","two-way referral"and"hierarchical health services"on the community level.However,problems still existed in the implementation and in-depth analysis is needed to explore feasible policies to solve the difficulties in seeking medical services and the high expenses.
