This paper presented the strategic infrastructure on the promotion of Human Resource Development in China's Primary Health System from four aspects, which was based on the Herzberg"s bi-factors theory and the sur vey on the research and application of human resource development in international health system as well as in Chi na.%根据中国基层卫生人力现状,结合国际人力资源理论,通过人力资源规划和胜任力建设,提出提升中国基层卫生人力资源供应质量的建议.具体策略包括基于公共卫生服务包的人力资源和分区域的配置规划原则、基于胜任力模型的岗位任职标准、基于学习型组织理论的继续教育、基于职业生涯理论的职业稳定性建设以及这4个策略的整合.
