This article analyses the ethical reasons of this risk, that is, analysis on the characteristics of the diseases, analysis on the social factors, analysis on the function changing of the emergency department. And then in order to improve pre - hospital emergency treatment, the emergency medical staff should strengthen ethics cultivation, adhere to the medical rules; improve professional skills and service; enhance the emergency knowledge propaganda, unify the ethical system for pre - hospital emergency treatment; optimize the emergency process by information technology.
