In this article,the writer tries to prove that investigating by law and letting the relevant company and personnel to further judge whether they’ve done their duties and then investigating what they’ve reaffirmed is the right way to supervise the construction quality behavior which is vulnerable to building without permission. Firstly,he extracts four types of quality behavior from two questions about project that is built without permission,which should be surveyed. In this course,he alters the recognition of the quality behavior problem behind the defect that testing report has no code against forgery by revealing the problem of ‘vast body test’. By this he proves the topic point indirectly. Then he expresses and proves the way of investigating and problem solving aimed to each quality behavior.
