Based on the 2015 special survey data on disabled people's basic service condition and needs, this paper analyzed the basic service and needs of people with disability identification cards in Beijing. The result indicated that people with disability identification cards in Beijing enjoy a higher level of service of rehabilitation, assistive devices and care at home, the social security system has almost been completely implemented. People with different sex, age and residence, disability status demand strikingly different basic service utilization and needs. Based on the analysis, the paper proposes that further exploitation of special survey data should be conducted and more specific strategies should be taken to strengthen livelihood security and establish varieties of the units providing service for persons with disabilities.%基于2015年全国残疾人基本服务状况和需求专项调查北京市数据，对北京市持证残疾人的基本服务和需求情况进行分析。结果表明，北京市的持证残疾人基本实现了社会保障的全覆盖，享有康复、辅助器具、居家安养等服务水平较高，不同性别、年龄、户籍、残疾状况的残疾人对基本服务的利用和需求存在较为明显的差异。提出了持续加强残疾人民生保障，构建多元化残疾人服务主体等政策建议。
