A survey on 302 severely disabled persons granted with severe disability nursing subsidy in Su Qian was conducted and it found that the nursing subsidy for severe disabled people is mainly used for their food and medicine, which also has a positive effect on changing their quality of life. The expected standard of nursing subsidy for severely disabled people in urban area is 380.3 yuan per month, while for the people in rural area is 309.3 yuan per month, and the difference is also significant. Binary logistic regression revealed that the nursing relationship, work status and satisfaction with nursing subsidy policy would significantly affect the enthusiasm of nurses. Finally, while taking into account the active role of the community and civil societies, we should try to establish a financing mechanism based on long-term nursing insurance, government subsidy, transfer payment and self-support by the caregiver, and establish a welfare mixed economy and multiple welfare system eventually.%通过对2011年宿迁市302位享受重度残疾人护理补贴的样本进行调查发现，重度残疾人护理补贴主要用于食品和药品消费，对改变残疾人生活质量有较好的帮助作用。宿迁市城镇及农村重度残疾人对于护理补贴的期望标准分别为380.3元每月、309.3元每月，护理关系、工作状况及对于护理补贴政策的满意度会显著影响护理人员的积极性。应进一步加强对重度残疾人的物质生活及医疗服务的支持，推进残疾人制度供给侧的改革，实施普惠加特惠的社会政策。同时发挥社区和民间社会的积极作用，尝试建立以长期护理保险为主，政府补贴、转移支付、被护理者自付为辅的筹资机制，构建福利混合经济和多元福利体系。
