通过三个典型残疾人家庭的实际需求与获得服务的过程，反映了基层残疾人组织对需求的回应方式和程度以及服务的提供路径和运作逻辑。为残疾人服务的社会组织包括残联服务机构、助残民间组织、社区残疾人协会三大类。助残民间组织在残疾人工作中发挥着重要的服务职能，但未纳入残疾人基层组织建设范畴；作为基层残疾人服务主体的社区残疾人协会行政化趋势严重，过多承担了残疾人管理职能。要建设具有服务承载力的基层残疾人组织，需要重新认识社区的功能，转变社区残协建设思路，回归社会组织的志愿精神和发展规律，并将助残民间组织纳入基层残疾人组织范畴。%This paper studied the construction of grassroots organizations of the disabled and service provision in China. The author studied the actual needs in four typical disabled families and their process to get services. These services were provided by three types of social organizations including federations of the disabled, grassroots NGOs and community association of the disabled. The grassroots organizations of disabled persons played an important role in serving the disabled people, but not included into construction and regulation of organizations of the disabled at basic levels. As the main body of serving the disabled people at basic levels, the bureaucratic trend of community associations of the disabled was severe and tended to manage the disabled people instead. Research indicated that we should reconsider the functions and transfer construction concepts of community association of the disabled, include the grassroots organization of disabled persons into organizations of the disabled at basic levels and return to volunteer spirit and development rule of social organizations, in order to build up social organizations of the disabled at basic levels with service capabilities.
