改革开放以来，尤其是近十年来，残障妇女经济保障状况得到较大改善。但总体而言，残障妇女与残障男性、残障妇女与妇女整体的就业水平，都存在较大差距，登记失业率远高于妇女平均水平，就业稳定性差，工资收入水平较低，残障妇女基本社会保险覆盖率不仅低于小康指标且低于残障男性，参加社会保险人数和保险种类明显低于城镇女职工参保的平均水平，社会上对残障妇女仍存在歧视和偏见，就业机会不平等及同工不同酬现象还时有发生。应当以政府为主导，切实采取有力措施，进一步加强残障妇女的经济保障。% Since the reform and opening up, especially in recent ten years, the economic security and service system of the disabled women in China has a solid start and achieved initial success, and the status of survival and development of the disabled women has improved significantly, and the economic situation has also risen fatherly. But in general, during the period of 2001-2010, the disabled people have benefit less than other people from the social and economic development, and the disabled women less than the disabled men, and the rural disabled women less than the urban disabled women. With the data of the third wave survey on the social status of women in 2010 and the questionnaire survey on the status and development of disabled women in 2011 in Heilongjiang province, from many angles of view, this article analyzes the economic security situation of the disabled women and the disabled men comprehensively, and focuses on the differences of the disabled people’s economic security between urban and rural areas, between women and men, between disabled women and overall women, and puts forward the countermeasures and the suggestions on the economic security of the disabled women.
