Modern regional economic theory provides a theoretical basis for the strategic positioning of regional development. The strategic positioning of“Two Circle and One Belt”existing in Hubei province is based on the classification of regional function, which does not conform to the level characteristics of regional economic development in Hubei province. The regional development strategy of Hubei province should be positioned in the chain of regional development strategy. Wuhan City Circle and Jianghan plain should be given top priority to the development because of their highest level and most affluent factors of economic development, so as to form a two-engine of regional development in the province. Xiangyang and Yichang, which have a stronger industrial foundation, will form the two wings of regional development. As the tail wings of regional develop⁃ment, Enshi, Shiyan and Shennongjia Forest Region will develop tourism service industry, track the new path of ecological civi⁃lization construction. Finally, the coordinated regional development will be achieved in the province.%现代区域经济理论为区域发展的战略定位提供了理论依据。湖北省现有的“两圈一带”战略定位的依据是区域分工，这并不符合湖北省区域经济发展水平的层级性特点。湖北省应该定位于区域梯级发展战略。具体设计是以经济发展水平最高和经济发展要素最富集的武汉城市圈和江汉平原为先发，以形成湖北省区域发展的双引擎。在此基础上，利用襄阳和宜昌两市较为雄厚的工业基础，形成湖北省区域发展的两翼。恩施和十堰以及神农架林区作为尾翼，发展轻型的旅游服务业，走生态文明建设的新路，最终形成湖北省区域的协调发展。
