Based on the theory of value chain, the concept of value chain is introduced into the relationship between re⁃source,capability and sustainable competitive advantage.And then,the concept of resource,capability and sustainable competitive advantage is unified and a conception model for sustainable competitive advantage is constructed.The result shows that the cluster boundary is closely related to the cluster knowledge spillover degree and the acquisition cost in the enterprises, and closely related to the ability of knowledge innovation of enterprise cluster competition ability and the cluster size and cluster .Based on that,the suggestion to improve the competitive ability of the clusters is put forward.% 文章借助于波特的价值链理论，在持续竞争优势与资源、知识之间关系中引入价值链概念，进而将资源、知识概念与持续竞争能力概念统一起来，建立起一个有效、实用的持续竞争能力解释框架。研究表明，集群边界与集群内企业知识溢出的程度及获取成本密切相关，而集群竞争能力与集群规模及集群内企业知识创新能力紧密相关。在此基础上，提出提高集群竞争能力的建议。
