我国县域义务教育均衡发展逐步从资源配置的初始均衡向追求质量的高位均衡迈进.研究采用德尔菲法,从空间公正的理论视角,构建基于"可达性公正、获得性公正和感知公正"三维框架的县域义务教育质量均衡评估指标体系.在此基础上,结合县域内校际间、乡镇间、城乡间3个维度,选择上学物理距离、时间距离、社会距离、教育资源、过程、结果、教育满意度等10个关键因素,构建由30个观测点组成的县域义务教育质量均衡监测指标矩阵,并提出实证测评的思路及方法.%The balanced development of compulsory education quality at county level make strides towards higher level of quality equilibrium from the basic level of balanced allocation of educational resources. As scientific evaluation indicators are significant for the progress of general equilibrium of compulsory education,the study uses Delphi method and adopts the theory of spatial justice to construct the system of evaluation indicators based on"justice of access, acquired justice, and perceptive justice". In addition, the monitoring index matrix consisting of 30 observation points has been constructed from such three dimensions as between schools in county,towns and countries and cities,with ten key factors like physical distance for schooling, time distance, social distance, education resources, process, result and educational satisfaction degree.Further,trains of thoughts and methods for empirical research have been put forward.
