可再生能源电力的快速发展对电力系统灵活性提出了越来越高的要求,灵活性不足也将成为制约高比例可再生能源发展的关键问题,而高耗能行业是我国工业部门的电力消费主体,具备参与电力辅助服务市场、提供大量灵活性响应资源的潜力.本文概述了高耗能负荷特点及灵活性响应机理,以电解铝、水泥、钢铁等典型行业为例,系统分析了其灵活性响应潜力,并在此基础上提出了再认识工业灵活性资源的短期和长期价值,以标准化体系建设推动辅助服务市场向供需两侧平等开放,依托售电侧改革加快挖掘高耗能灵活性资源等相关思考.%Power system with high penetration of renewables demand large amount of flexibility in the system, lack of flexibility will also be a key constraint to the development of high proportions of renewable energy. High Energy-intensive Industries are the main body of electricity consumption of Chinese industrial sectors, which have the potential to provide flexibility for ancillary services. In this paper, we summarize the characteristics and response mechanisms of the industrial load, and choose typical energy-intensive industries, such as aluminum smelter, cement and steel to analyze the flexibility response capability. Based on this analysis, we propose that the short-term and long-term value of the flexibility from energy-intensive industries should be recognized, and the standardization of ancillary services should be developed to coordinate the flexible resources from both power supply and demand sides. In addition, we suggest accelerating the flexibility response resources of energy-intensive industries to follow up the pace of the retail side reform.
