城市交通温室气体排放评价模型研究与应用

         

摘要

In order to solve the increasingly serious problems of urban transport congestion and air pollution, the country has issued a series of policies and measures. However, there is no corresponding quantitative calculation model in China to evaluate the effectiveness of these policies and measures. This paper based on the summary of advanced domestic and overseas experience, develops for the first time the Greenhouse Gas Emissions Evaluation Model for Urban Transportation, which is suitable for the quantification of greenhouse gas emissions at city level for all Chinese cities with different data quality. Moreover, according to the data demand of the model, this paper proposes an integrated data collection methodology by collecting statistical data, applying sample survey and setting road monitoring sites, then calculates the CO2 emissions of bus, taxi and passenger car of different vehicle types at different traffic situations within the urban area of Suzhou, Chengdu and Harbin in 2015, realizing the quantitative comparison among different cities in China of greenhouse gas emissions for urban transportation.%为解决日益严重的城市交通拥堵和空气污染问题,我国出台了一系列政策措施,然而目前缺少相应的量化核算模型对其实施效果进行评估。本文在总结国内外先进经验的基础上,首次开发了适用于中国不同数据水平的城市层面交通温室气体排放核算的“城市交通温室气体排放评价模型”。此外,根据模型数据需求,提出了基于收集统计数据、抽样调查和设置道路监测点相结合的综合数据调查方法,并应用模型核算了苏州、成都和哈尔滨2015年城区范围公共汽车、出租车和小汽车不同类型车辆在不同交通运行状况下的CO2排放量,实现了国内不同城市间城市交通温室气体排放量化对比。
