China got a 17.1 billion m3 production in CBM (CMM) in 2015, which is about 57%of the ambitious production target of the 12th Five-Year Plan. There are some problems to be solved in CBM sector, such as CBM mineral rights violations, regime constraints, exploration licenses separated from production licenses, weak policy support system, technical barriers, etc. The authors give suggestions to accelerate the development and utilization of CBM (CMM) in the 13th Five-Year, including but not limited as follows:to restore law and order in CBM sector, crack down on illegal violations to CBM rights, combine exploration license and production license into exploration and development license (EDPL), increase CBM exploration area, deepen the reform of coal with the reform of CBM, build a unified policy system, promote management of the National Science and Technology Major Project-the Large Scale Oil&Gas Fields and CBM reform, provide technical support in CBM sector.%2015年煤层气（煤矿瓦斯）产量约为171亿m3，仅为“十二五”目标的约57%。本文认为，违法侵害煤层气矿权、体制掣肘、分段矿权、政策停滞及割据、技术难题等成为落空的主要原因。本文提出应恢复法治秩序，打击违法侵权，推进矿权改革、扩大矿权面积，加强煤炭体制关联调整，深化煤层气体制改革，构建统一政策体系，改革煤层气重大专项管理制度，增加煤层气技术支持等多项对策建议，这可为煤层气（煤矿瓦斯）在“十三五”期间健康发展提供参考。
