Greenhouse gas emissions management is an important foundation for addressing climate change, while completion of the emission reduction quantitative targets and operation of carbon market call for the establishment of a domestic greenhouse gas emissions management system. This paper systematically analyzes Japan, Australia and South Korea's experience in designing greenhouse gas emissions management system, and recommends that supporting laws and regulations, management structure improvement, reasonable scope setting and unified calculation and verification Guide should be included in China's Greenhouse gas emissions management system.%温室气体排放管理是应对气候变化工作的重要基础,我国应根据温室气体量化减排目标需要和开展碳交易的要求,建立国内温室气体排放管理制度.本文系统地分析了日本、澳大利亚和韩国的温室气体排放管理制度设计经验,提出了未来我国在温室气体排放管理制度方面,应做好法律法规的支撑、完善管理体制、合理设置管制范围以及建立统一计算方法和核查指南等方面工作.
