In order to do a good job for river basin pollution control during the“Twelfth Five-Year Plan”period, to make the main stream and main tributaries meet the requirements of national water quality standards, to ensure the target on prevention and control of water pollution in Liaohe River Basin on schedule to be achieved, that strengthening the work in pollution prevention and control of the Basin downstream in Taizihe River water is particularly important. The paper introduces the surface water pollution status of Haicheng briefly, point outs that should to strengthen the com-prehensive study of economic&social development and water environment protection, and then put forwards measures and suggestions for the surface water pollution control and river basin management of Liaohe River, Hunhe River, Taizihe River, to provide technical reference for water management during the“Thirteenth Five-Year Plan”period.%为了切实做好“十二五”期间重点流域水污染防治工作，使干流及主要支流达到国家规定的水质标准要求，确保辽河流域水污染防治目标如期实现，加大该流域下游太子河水体的污染防治工作尤为重要。概述了海城境内地表水污染现状，指出应加强社会经济发展与水环境保护综合研究，并据此提出有效治理地表水污染的措施与建议，确保“大浑太”流域治理落到实处，为“十三五”水治理提供借鉴。
