Establishing the expressway emergency rescue capabilities evaluation system in points of the emergency monitoring capability, emergency response capabilities, decision-making and emergency rescue capabilities, and the daily management. The cloud theory was combined with the matter-element method, to establish the comprehensive evaluation model. By comparing the model with basic matter-element method and fuzzy matter-element method, the scientificity and rationality of the model was verified.%从应急监测能力、应急响应能力、应急决策与救援能力、日常管理4个维度建立高速公路应急救援系统评价指标体系；将云理论与物元方法相结合,建立综合评估模型.通过与基本物元模型、模糊物元模型进行实例比较分析,证明该评价方法的科学性和合理性.
