《食品检验机构资质认定条件》制度建立与新旧版比较研究

         

摘要

Article 84 of Food Safety Law of the People's Republic of China requires food inspection institutions to establish the qualification authentication and inspection criterion by the food and drug supervision and administration department under the State Council.The Food and Drug Administration has formulated the "Qualification Authentication Conditions of Food Inspection Institutions" (Hereinafter referred to as "Qualification Authentication Conditions")which will be used as supplementary requirements for the professional accreditation of food inspection institutions.This article elaborates the system establishment,the main content and differences between the old and the new version of "Qualification Authentication Conditions".The new version puts forward specific requirements in the aspects of management system,inspection capabilities,personnel and other suggestions on educating the regulation.%根据《中华人民共和国食品安全法》第八十四条“食品检验机构的资质认定条件和检验规范,由国务院食品药品监督管理部门规定”的要求,食品药品监管总局组织制定了《食品检验机构资质认定条件》(以下简称《资质认定条件》).《资质认定条件》将作为对食品检验机构进行资质认定的专业评审的补充要求,该文对《资质认定条件》的制度建立、主要内容以及新旧两版的差异对比等方面进行了详细阐述,新版的《资质认定条件》在管理体系、检验能力和人员等方面的提出了具体要求,并对《资质认定条件》提出了加强宣贯等建议.
