We analyzed New Rural Cooperative Medical Scheme development in mid-western areas. The results showed that the inpatient reimbursement rate was improved, while practical rate was lower than the policy rate. There were big differences of inpatient reimbursement rate in different areas and organizations. The changing reimbursement rate could not show the policy effects. We proposed to use practical reimbursement rate as the indictor rather than policy reimbursement rate, supervise the medical organizations, control medical costs, stabilize reimbursement policy, and build reimbursement policy adjustment mechanism.% 从住院补偿的角度分析了中西部地区新农合的发展现状，结果显示：样本地区新农合普遍提高了住院补偿比，但实际住院补偿比仍然偏低，且两者不一致的程度比较突出；不同地区、不同机构之间住院补偿比存在明显差异；住院补偿标准频繁调整，不利于补偿效果的体现。为此建议，进一步突出实际住院补偿比在衡量新农合补偿效果方面的作用；加强对定点医疗机构的监管，控制医疗费用不合理上涨；稳定新农合补偿政策，建立科学的新农合补偿政策调整机制。
