We study the comprehensive evaluation on water-saving renovation of irrigation district,according to the multiple cropping index,water efficiency of canal system,and real collection rate of water charges etc. The paper uses the game theory to calculate the evaluation indexes of weight values. The paper adopts the fuzzy comprehensive evaluation method to identify the optimal membership degree of irrigation districts. The paper asses some large scale irrigation districts in Hubei province,and the evaluation result is accordant with the fact basically. This indicates the application of fuzzy comprehensive to evaluate irrigation districts is appropriate.%在对灌区节水改造效果进行综合评价时,根据复种指数、渠系水利用系数、水费实收率等评价指标,对各指标运用博弈论的方法算得权重值,再利用模糊综合评价方法计算各灌区的优属度,并利用此方法对湖北部分大型灌区进行了综合评价,评价结果与灌区实际情况较符合,表明采用该方法进行灌区节水改造效果评价是可行的.
