水资源产权不明晰导致农业用水非农化现象严重。又由于生态价值较难计量，对于农业用水非农化生态价值补偿量化与机制研究有缺失。本文借鉴耕地非农化补偿的结果，结合生态超载指数和生态补偿意愿，构建农业用水非农化生态价值补偿量化模型与补偿机制。结论认为，补偿量化应当综合考虑生态承载力与经济发展水平；补偿机制应当包括奖励机制和惩罚机制；受偿对象为农民，补偿费用应由中央政府、地方政府和非农用水企业共同承担。%Agricultural water are transferred to non-agricultural usage is serious because of the water property rights are unclear. Since the ecological value is difficult to measure,the study on the quantitative model and mechanism of ecological value compensation for non-agricultural usage of agricultural water is missing. Reference the results of cultivated land conversion compensation and combined with ecological overshoot index and ecological compensation wishes,the paper builds the quantitative model and mechanism of ecological value compensation for non-agricultural usage of agricultural water. Ecological carrying capacity and the level of economic development should be considered to compensation quantify. Compensation mechanism should include incentives and punishment mechanism. Farmers are the repayment trgerts. The compensation costs should be borne by the central government , local governments and non-farm water companies.
