For the area with high level of human capital (HC) equality and low mean, the middle or original technologies should be imported. While for the area with high level of HC and larger variance, the advanced technologies should be imported. The digestion process of the imported technology depended on the technology diffusion, which were affected by the learning effect and research and development effect. In higher HC variance economic zone, it kept a relatively faster technologies diffusion speed at the beginning and a lower diffusion speed later driven by learning effect. While for lower HC variance economic zone, it kept a relatively faster technologies diffusion speed driven by research and development.
