“新丝绸之路经济带”是我国继西部大开发战略之后，又一促进西部融入世界经济发展的重要战略举措。战略的实施将从更大空间上推动区域间的产业梯度转移，而对相关历史数据的现代产业知识结构分析会为这一产业转移趋势的研判提供基础，有利于决策和选择。采用2000-2010年世界投入产出表数据，构建投入产出模型，定量测度新丝绸之路经济带核心国家之间的产业转移，分析产业转移的时空特征，并为沿带主要国家间的产业转移政策制定提供依据与启示，从实践上为经济带战略实施奠定数据基础。研究表明：新丝绸之路经济带承接世界产业转移呈现“V”字型结构，环中亚地区成为经济带发展的沦陷区。就东亚地区来看，中国是东亚经济圈的重要国家，也是经济带建设战略的发起国，其产业转移特征主要体现在以国内产业转移为主、国际产业转移规模化尚未实现这两个方面。就环中亚地区来看，印度作为环中亚地区最重要的国家之一以及经济带重要的拓展区域，呈现完全的净产业转出状态。就欧洲经济圈来看，德国是传统的欧洲经济强国，也是经济带的终点，其产业转移呈现国内与国际产业转移相结合的特征与趋势。%New silk-road economic belt is a great strategic choice,after the western development strategy in our country,that stability and promote the development of the west,deep into the world economic develop-ment,will provide the new silk-road economic belt economy construction with powerful data support. The im-plementation of the strategy of“new silk road economic belt”,will further promote regional industrial gradient shift. The author uses the input-output table data from 2000 to 2010,build the input-output model,make a quantitative measure of the new silk-road economic belt core industry transfer between countries,and explore the characteristics of space and time of industry transfer. The results show that the new silk-road economic belt to undertake the world industrial transfer in“V”type structure,ring in Central Asia as the silk road occupied areas in the development of economy. In the context of East Asia,China is one of the important countries in East Asia economic circle,is also a charter member of the new silk-road economic belt construction strategy, the industrial transfer has characteristics of“the shift to a domestic industry is given priority to,the interna-tional industrial transfer has yet to realize large-scale”. It seems to ring in Central Asia,India is one of the most important country,it is the new silk-road economic belt important development area,its present“fully transfer the net industry of state”. In the context of European economic circle,Germany is one of the tradition-al European economic powerhouse,is also the end of the new silk-road economic belt,industrial transfer has the combination of domestic and international industry transfer characteristics and trends.
