基于市场激励型环境规制政策视角，以我国30个省区2003-2011年的数据资料为样本，采用面板数据分析模型，探讨环境规制对不同类型技术创新的影响。研究结果表明，不论环境规制变量是否受到内生性影响，其对技术开发、技术转化、绿色工艺创新和绿色产品创新都有显著的激励作用，但对其他控制变量的影响效果存在差异。进一步将30个省区划分为东、中、西部时，环境规制对不同类型技术创新的影响表现出较明显的区域异质性。政策建议是进一步促进环境规制对“创新补偿”诱导作用的发挥，实现保护生态环境和提高生产率的“双赢”。%From the perspective of market-based incentive environmental regulation policy,taking 2003-2011 data of 30 provinces in China as samples,the environmental regulation impact on technology develop-ment and technical transformation,green product innovation and green technology innovation is studied with panel data analysis model. The research results indicate whether taking environmental regulation as exogenous variable or endogenous variable,it has significant incentive effect on different kinds of technology innovation, but the effects of other control variables show different effects. To do further study,the 30 regions are divided into eastern,central and west parts. The results show that the influence of environmental regulation on differ-ent kinds of technological innovation presents more obvious differences. Finally,this paper presents relevant policy recommendations to induce innovation offsets of environmental regulation,and realize“win-win”of protecting the ecological environment and increasing the productivity.
