In order to strengthen the management and maintenance of the small rural water conservancy project in China, the problems such as "great im-portance to the construction and ignore the management" which were existed in the work of construction and manage-ment were summarized, and putting for-ward the corresponding countermeasures for its causes to solve the sustainable use issues of the small rural water projects.%为了加强我国农村小型水利工程的维护管理，对建设及管理工作中存在的"重建设，轻管理"等问题进行了总结，并针对其发生原因，提出了相应的对策，以解决好农村小型水利工程永续利用的问题。
