According to the agricultural basis theory, agricultural multi-functional theory, and the theories of economic externality and publicrnfinance, the rationality and necessity of the direct subsidies to grain production were analyzed based on the basic, multi-functional and externalrncharacteristics of grain production and the particularity of grain supply.
