采用定性、归纳演绎等方法,从综合分析城乡建设用地增减挂钩政策内涵出发,针对挂钩涉及的3个关键环节——农村建设用地整治、资金筹措、挂钩周转指标管理,提出城乡建设用地增减挂钩关键环节采用的模式:“迁村并点”、“空心村”改造、高层立体、迁村上山模式以及相关的资金筹措、周转指标管理模式,并对不同模式的适用区域进行分析研究,为实现城乡建设用地增减挂钩工作合理运行提供一定的借鉴.%Employing qualitative, induction and deduction methods, starting from analysis of the connotation of increase and decrease hook policy of urban and rural construction land, aiming at three key links of rural construction land consolidation, fund collection, management of hook turnover index, sereral modes for key links of urban and rural construction land increases or decrease hook: villages relocation, hollow village transformation, move village onto mountain and so on. The suitable region for different modes were studied, the results will provide a certain reference for reasonable operation of increase or decrease hook work of urban and rural construction land.
