河北省小城镇建设存在自然资源浪费、生态破坏严重、人居环境质量下降等问题,这是由小城镇人口增多、工业生产造成大量污染、小城镇规划不充分等原因造成.笔者针对这一现状,提出从抓好小城镇污染防治工作,促进小城镇产业结构优化、升级;贯彻落实,进一步加强生态环境保护;抓紧编制和实施小城镇环境规划,加快小城镇环境基础设施建设;做好土地利用与资源科用规划,实现小城镇资源环境可持续发展4个方面解决小城镇的生态与环境问题,使得小城镇自然资源得到合理开发和利用,生态环境保持良性循环.%Problems about the saste of natural resources,severe ecological destroy, the decreasing of urban human settlements in the con-struction of small town in Hehei Province, which caused by the growth of population, a huge amount of pollution generated by industrial pro-duction, inadequate planning of small town and so on. Thus, aiming at this situation, the author put forward that paying attention to the pre-vention of small town pollution, promoting the upgrading of the industrial structure; implementing and popularizing "The National Ecological Environmental Protection Oudine", enhancing eco-environmental protestion further; planning and implementing the environmental plan of small town quickly, accelerating the construction of infrastnictural facilities of the environment of small town:making the plan of land utiliza-tion and resources utilization, realizing the resolving of ecological and environmental problems from 4 aspects of resources and environmental sustainable development of small town,made the rational development and utilization of natural resources and virtuous cycle of ecologicalenvironment.
