In late Ming Dynasty, Zuo Guangdou launched his economic practice in Tianjin by constructing irrigation works and having garrison troops cultivate wasteland and planting rice. He sorted out the relationship between irrigation works and troops' cultivating wasteland. His proposals of "three principles", "fourteen measures", "garrison school" and corresponding safeguarding mechanism have achieved success to some extent.%明朝末期左光斗在天津开展了兴修水利、开垦屯田的经济实践,梳理了水利和屯田的关系,提出了“三因”、“十四议”的举措,为辅助屯田开设了“屯学”并制定了相应的保障措施,取得了一定的成效.
