Various levels and kinds of basic-level elder organizations ,mainly consisting of elderly people ,play an important role ,which can not be replaced by other organizations and associations ,in uniting ,serving and delighting elderly people .They are a significant force to maintain social stability and promote social harmony ,and set up a mutually connected and trustful bridge be-tween elderly people and the party and government .%以老年人为主体的各级各类基层老年组织在团结、服务、愉悦老年人等方面，发挥着其他组织与社团所不能替代的重要作用，它们是维护社会稳定、促进社会和谐的重要力量，在党和政府与老年人之间架起了相互沟通与信任的桥梁。
