As far as the cultivation of the police's media literacy is concerned, a scenario-based teaching mode, which improves trainees’ relevant abilities through simulative practice, has advantages in participation, pertinence and effectiveness. Whether the scenario-based teaching approach can be effective rests on three key factors, i.e. how well a trainer designs his/her scenarios and roles to play, how active the classroom interaction is and how sensibly the trainer carries out his/her teaching plan.
