In order to discuss the subject of social consultative democracy,we must provide recommended solutions on its development and improvement.On one hand,we need to improve the legislative hearing system in the People’s Congress to receive more honest opinions from different parties,extensively practice the participative budgeting by democratic discussions,and introduce the competitive democracy to assist the development of social consultative de-mocracy in the NPC System.On the other hand,the social consultative democracy in the NPC System needs further improvement in election democracy,legislative democracy,supervisory democracy,giving full play to NPC deputies’ roles,and public feedback on the NPC’s performance.%要探析人大制度中的社会领域协商民主这个课题，就必须提出其发展和完善之对策建议。一方面，人大立法听证制度尚需在各方意见真实表达方面得到更好发展，人大民主恳谈会参与式预算的实践尚需在更广泛的领域推广发展，竞争性民主尚需进一步助力人大制度中社会领域协商民主之发展；另一方面，人大制度中的社会领域协商民主尚需在选举民主、立法民主、监督民主、人大代表主体作用发挥、人大履职行权的民意反馈制度等方面予以进一步完善。
