女性就业的非正规化趋势:何以形成与如何应对

         

摘要

Non-regularized employment seems to be a rational choice when women are facing the conflict between work and family. But this is essentially due to the fact that formal employment protection is becoming stricter, making natural associated costs become more apparent, thereby causing women to be rejected by the employment market. Based on the above, the authors puts forward a number of suggestions, such as making more rigid the working time of formal employment;not encouraging a“work overtime”culture;establishing a part-time-work system;delaying the retirement age of women. At the same time, we need to broaden the range of and increase the positive results of the non-regularized employment protection policy. Finally, we would further suggest that children’s welfare should take priority over that of women, the reason being that strengthening children’s welfar e — c ompared with improving women welfare from a“double-sided”approach—has much more obvious spillover effects for women’s employment.%女性就业的非正规化趋势已经出现,并会因“单独两孩”政策实施而进一步固化。女性就业的非正规化表面上看是女性在工作—家庭冲突下的理性选择,但本质上是由于更加严格的正规就业保护使女性自然附着成本显性化,从而女性被排斥出正规就业市场。基于此,应增强正规就业的工作时间灵活性,不鼓励“加班文化”,建立部分工作时间制度,逐渐延迟女性退休年龄,从而实现整个生命周期内工作—闲暇时间的均衡配置。同时,应加大非正规就业保护政策的覆盖范围和实施效果,保障非正规就业人员获得体面待遇。最后,儿童福利应优先于妇女福利,因为相较于提升妇女福利的“两面性”,增强儿童福利对女性就业具有显著的溢出效应。
