以北京和广州垃圾焚烧发电厂项目、厦门和昆明等地的PX项目、江西的核电项目和北京西二旗餐厨垃圾相对集中资源化处理站项目等建设项目为实例，通过分析公众、政府和建设单位的行为策略表现，解读建设项目公众参与过程中三方关系，客观分析了现阶段我国公众参与制度及公众自身存在的问题，并提出了相应的建议与对策。充分体现出公众参与制度在建设项目实施过程中起到的重要作用，为公众参与制度的完善提供参考依据。%This study is based on several cases of construction projects ,including waste incineration power plant project in Beijing and Guangzhou ,the PX project in Xiamen and Kunming ,nuclear power project in Jiangxi and Xi'erqi relative centralized processing of food waste station projects in Beijing ,etc .Through the analysis of the behavioral strategically performance of public ,government and construction units ,and the interpretation of public participation in the tripartite relationship in the construction project process ,the article makes a objective analysis of the present stage of public participation system and the public's own problems ,and it proposes corresponding recommendations and countermeasures . This study fully reflects the important role of public participation system in the project implementation process ,and provides references for perfecting the public participation system .
