In order to implement the national strategy successfully, industry-university-research technology innovation alliance is built in Henan province. Now a number of innovation alliances with features have been formed. R & D funding and innovation results continue to rise. But most alliances only develop a innovation project, and the level of cooperation is lower, the time of cooperation is short, stable and system innovation alliances in Henan province is lack. The paper analyzed operation successful innovation alliance at home and abroad, explored the successful experience, to provide reference for developing innovation alliance in Henan province.%河南省为了顺利实施国家级战略，大力构建产学研技术创新联盟。经过近些年的努力，各地多个具有特色的创新联盟已经形成，研发经费和创新成果不断上升，但大部分合作停留在某一个创新项目上，合作的层次较低，时间较短，缺乏长期、系统和稳定的高层次战略性合作。分析了国内外较为成功的创新联盟的运行情况，探索其成功经验，为河南省促进创联盟提供借鉴。
