According to the field investigation datum of forest region in Yichun,the land circulation problems and restrictive factors of the new forest urbanization were analyzed,which proposed the corresponding safeguard measures and ensured the land nature and unchanged purpose and the circulation of quality and quantity to parallel.%根据林区伊春市实地调研数据，分析了林区在新型城镇化进程中土地流转凸显的问题及制约因素，提出了解决城镇化进程中林区土地流转问题的对策及建议，并得出确保耕地性质和用途不变，流转的“质”和“量”要并行的结论。
