伴随农村人口老龄化，农村谁来种地怎么种地、谁来养老怎么养老、谁来治理怎么治理的问题日益突出。通过对北京市农村和农业劳动力老龄化的深入调查分析，认为解决农村人口老龄化问题的主要途径是坚持依宪治国、依法行政，破除城乡不平等的制度体系和歧视性的公共政策安排，建立城乡一体、开放平等、融合发展的体制机制，切实在法治的框架中推进新农村建设和新型城镇化协调发展，尊重、保障和实现城乡居民的基本权利和自主选择。%With rural population aging, the problem involving with‘who continue and how to do farm work, who can and how to give support to the elderly, and who are responsible for and how to govern rural areas’ is increasingly outstanding. By the research on rural and agricultural labor force aging, we found that, dealing with rural population aging, it was very important to persisting rule of constitution and law, breaking the urban and rural dual system and discriminatory public policy, constructing integrated, equal, developed system, promoting the construction of new countryside and new pattern urbanization in the frame of law ruling. Finally,we should respect, protect, and realize the right and choice of urban and rural citizens.
