Starting from an analysis of the concept of the equalization of basic public services,this ar-ticle expounds about the present state of the urban and rural social assistance system from the facts that the financial aid from the central government keeps increasing,but the construction of the management standardization and the legal system of the urban and rural social assistance system is slow,the connec-tion and complement measures are imperfect between relief systems resulting in irrational allocation of resources,and in coordination of being planned as a whole between the urban and rural areas does ex-ist,and finally puts forward some suggestions to perfect the new type urban rural assistance system based on the principle of the equalization of basic public service.%社会救助作为基本公共服务的重要组成部分，对于保障社会成员的基本生存权利，促进社会和谐稳定具有重要的现实意义。本文从基本公共服务均等化概念的分析入手，深入分析了我国城乡社会救助体系建设中存在的问题与不足，并提出了完善新型城乡社会救助体系的建议。
