旅游扶贫已成为民族地区一种全新、高效的扶贫方式,科学评估民族地区旅游扶贫效益已成为该领域的研究重点.基于AHP-熵权法,遵循全面性与典型性、目标一致性及科学实用性原则等,从经济发展、社会进步、生态环保及精神文化等4 个效益维度构建民族地区旅游扶贫效益评估体系,进而以甘南藏族自治州为例,对各指标进行主、客观组合权重确定,并运用综合指数法实现效益综合测度,最后,从评估指标权重及效益评价得分2个角度进行系统剖析.这不仅科学衡量民族地区旅游扶贫在各方面所取得的成绩,同时也诊断出其存在的问题,并有针对性地提出优化对策建议,以进一步提高民族地区的旅游扶贫效益.%Tourism-oriented poverty alleviation has been an efficient new way to reduce poverty in ethnic areas,a scientific evaluation on the benefits of the tourism-oriented poverty alleviation in ethnic areas has been a focus of studies in this field.Based on AHP-Entropy method,through complying with the principles such as comprehensiveness and typicality,goal congruence and scientific and practical applicability,a system was established to evaluaete the benefits of the tourism-oriented poverty alleviation in ethnic areas in terms of economic development,social progress,ecological environmental protection and spiritual culture.And the objective and subjective combination weight of each index was determined by taking Gannan Tibetan Autonomous Prefecture as an example,and the benefits were comprehensively measured by using the composite index method;a systemic analysis was finally conducted from evaluation index weight and benefit evaluation.And the achievements of the tourism-oriented poverty alleviation in ethnic areas were scientifically measured,and simultaneously the existing problems were diagnosed.Finally,pertinent optimization strategies and suggestions were put forward in order to improve the benefits of the tourism-oriented poverty alleviation in ethnic areas.
