近代中国，烟毒泛滥，中国政府在国际场合备受责难和讥讽。抗战爆发前，国民政府的禁烟政策渐趋严厉，但租界及治外法权仍是制约禁烟的重要因素。国民政府试图利用禁烟收回民族利权，此举措虽未获成功，但国家形象却大为好转，国际地位亦明显提高，并成功地使日本在国际舆论中处于被动地位。%In modern China,opium rampancy was extremely serious,so Chinese government was blamed and satirized in the international occasions.Before the outbreak of the Anti-Japanese War,the National Government anti-opium policies have became more and more se-vere,but the leased territory and extraterritoriality still are important factors to restrict the effect of anti-opium.The National Government tried to make use of anti-opium to recover na-tional rights.Although the policy was not very successful,the national image has been greatly improved and international status also obviously increased,and successfully makes Japan into a passive position in the international community.
