试析我国政府公共服务能力的发展过程和瓶颈

         

摘要

The public service ability of Chinese government has been improved significantly since the foundation of PRC. The government has also accumulated rich experiences and lessons at the stages, and finally established the idea of "service-oriented government". This article comprehensively analyses the historical processes of the development of the public ser- vice ability of Chinese government since the foundation of PRC. It also exposes such bottleneck problems as developmental concept exclusively centered on GDP, lack of supervising and ac- countability that restrict the development and finally provides countermeasures.%新中国成立以来,我国政府公共服务能力得到逐步提升,在不同的发展阶段积累了丰富而宝贵的经验和教训,最终确立了建立“服务型政府”的发展思路。综合分析了新中国成立以来我国政府公共服务能力发展的历史过程,并提出了发展观念唯“GDP”论和监管问责机制缺失等制约发展的瓶颈及相应建议。
